How We Got Here - About Pompano Beach’s New Downtown
We’re creating a vibrant downtown where businesses and people want to be. The journey to create Pompano Beach's New Downtown began over 30 years ago with a vision to transform the area into a vibrant, economically robust community hub. Strategic planning and significant investments by the City of Pompano Beach and the Community Redevelopment Agency (CRA) laid the foundation for this ambitious project. The initial phase involved acquiring and assembling land, followed by substantial infrastructure improvements, including realigning Atlantic Boulevard and enhancing streetscapes.
Investments in public spaces, pedestrian-friendly amenities, and plans for expanding multimodal transportation options will further solidify the area's transformation. The project's comprehensive approach ensures that Pompano Beach's New Downtown is not only a place of economic growth but also a community that honors its rich heritage while embracing future opportunities.
E. Pat Larkins was a pioneering leader whose impact on Pompano Beach and the broader Broward County community remains unparalleled. Born in Pompano Beach on April 29, 1942, as the eldest of nine children of farmworker parents, Larkins’ journey from humble beginnings to becoming the first African American Mayor of Pompano Beach is a testament to his dedication, resilience, and commitment to public service.
In 1982, Larkins made history as the second African American elected to the Pompano Beach City Commission, and he became the city's first African American Mayor. Over a remarkable 25-year career in public service, Larkins served an unprecedented seven years as Mayor, five years as Vice Mayor, and thirteen years as Commissioner. His tenure in office was marked by visionary leadership and a tireless focus on improving his community.
A proud Blanche Ely High School graduate in 1960, Larkins attended Tennessee State University. His career in public service began early when, in 1962, he was hired as the Housing Director for a local community action agency. By 1969, he was one of just two recipients in Florida to be awarded a prestigious one-year Ford Foundation fellowship to attend the National Housing Institute in Washington, D.C. His work as a Housing Development Specialist, certified by HUD, was a precursor to his lifelong commitment to advocating for marginalized communities.
Larkins also had a significant role in the national housing sector. He worked with the Foundation for Co-Op Housing in Chicago before returning to Florida to found the Broward County Minority Builders Coalition, Inc., in 1972. As CEO, he worked tirelessly to support minority contractors and developers in the region.
His civic engagement was wide-ranging and deeply impactful. Larkins was a founding board member of the Urban League, served on the United Way’s Board of Directors, and was involved with the Florida Committee on Public Education. He also represented Pompano Beach as a member of the National Black Mayors Conference and the U.S. Conference of Mayors. Locally, he served for an extraordinary 14 consecutive years on the Broward County Planning Council, even becoming its first African American Chair.
Larkins’ extensive affiliations and volunteer work demonstrated his ongoing commitment to the community. He was a life member of the NAACP, a longstanding member of the Kiwanis Club of Pompano Beach, and an active participant in numerous organizations such as the Broward County Boys and Girls Club and the Florida Black Caucus/Local Elected Officials. He also served on advisory boards for local schools and hospitals and was a proud member of Hopewell Baptist Church.
Although Larkins made an unsuccessful bid for the Broward County Commission in 2001, he was re-elected to the Pompano Beach City Commission in 2003, continuing his legacy of public service. Unfortunately, his health forced him to resign from his role as Commissioner and Vice Mayor in May 2008, just a few months before his passing.
E. Pat Larkins’ legacy is one of unparalleled dedication to his community, fierce advocacy for equity, and profound leadership. He leaves behind a lasting impact on Pompano Beach and Broward County. As a public servant, mentor, and friend, Pat Larkins will forever be remembered as a trailblazer and a cherished figure in local history.

The Downtown Master Development Agreement with RocaPoint Partners, LLC, doing business as affiliate RP Pompano LLC, was approved at the June 20, 2024, special joint meeting held by the City Commission and its CRA. This achievement officially launches an exciting new stage in developing a Downtown destination!
As one of the first steps in creating the Downtown RP Pompano, LLC will issue Requests for Qualifications for professional architectural services for the design and permitting for the new City Hall and Parking Garage.
